Major Ratliff was born and raised in Holland, OH, just outside of Toledo. He was commissioned a second Lieutenant in the Marine Corps in December 1989 after graduating from Bowling Green State University. After Officer Candidate School (OCS) and The Basic School (TBS) he entered flight training at Naval Air Station Pensacola and Whiting Field, FL earning his Naval Aviator pilot wings in July 1992. He was then assigned to MCAS Camp Pendleton as a UH-1N (Huey) pilot. After completing training in the UH-1N he was then assigned to HMLA-267 at Camp Pendleton where he completed two deployments with the squadron. Major Ratliff then went onto Amphibious Warfare School in Quantico, VA. After completing the school he then returned to Camp Pendleton joining HMLA-369 as their Operations Officer. He completed one deployment with HMLA-369 and then went onto DCMA Bell Helicopter for an acquisitions tour in Fort Worth, TX as the Chief of Flight Operations. Completing this assignment Major Ratliff was assigned to HMLA-775 in Johnston, PA where he completed one deployment in support of Operation Iraqi Freedom. His final tour was at Marine Forces Command (MARFORCOM) in Norfolk, VA after of which he then retired from the Marine Corps in December 2009. After leaving active duty he assumed the duties as the Senior Marine Instructor at Central High School in Pageland, SC in September 2009. He later moved to Ardrey Kell High School to become the Senior Marine Instructor in February 2016, and then moved to his present position in July 2019 as the Senior Marine Instructor at Fort Mill High School. Major Ratliff served 20 years on active duty with the Marine Corps and is in his fourteenth year of teaching JROTC. He has been married to his wife, Angela, for over 25 years, and have one son (Alex).
Master Gunnery Osborne retired after 27 years of service on November 30, 2013.
His personal awards include the Meritorious Service Medal, Navy Marine Corps Commendation Medal with gold star, Navy Marine Corps Achievement Medal, Combat Action Ribbon with two gold stars, and the Marine Corps Good Conduct Medal with eight bronze stars. He attended recruit training at Marine Corps Recruit Depot, Parris Island, South Carolina in July 1986. In January 1987, Private First-Class Osborne completed Field Radio Operator Course in 29 Palms, California. He was transferred to 3rd Field Service Support Group, Okinawa, Japan where he served as radio operator and had one tour of duty in the Republic of South Korea. Lance Corporal Osborne was transferred in January 1988 to 8th Communications Battalion, Camp Lejeune, NC. He served as radio operator and completed one combat tour in support of Operation Desert Storm and Desert Shield, one tour in Panama and one deployment with the 24th Marine Expeditionary Unit. In August 1991, Corporal Osborne was assigned to 2nd Air Naval Gunfire Liaison Company where he served as radio operator and forward air controller. He had one deployment with the 22nd Marine Expeditionary Unit. Sergeant Osborne was honorably discharged in 1993 and assigned as radio operator to Marine Corps Reserve, 3rd Battalion, 24th Marines, Johnson City, Tennessee. In 1994 he was assigned to Recruiting Sub Station Charlotte, NC. as a recruiter. Sergeant Osborne was augmented back to active duty in September 1995 and assigned to 8th Communications Battalion where he served as satellite communications terminal chief. In August 1999, Staff Sergeant Osborne was transferred to 1st Battalion, 8th Marines and served as Radio Chief and had one deployment with the 22nd Marine Expeditionary Unit. Gunnery Sergeant Osborne was then transferred in September 2001 to Inspector-Instructor Staff, 3rd Battalion, 23rd Marines, New Orleans, La, where he served as Radio Chief and completed one combat tour in support of Operation Iraqi Freedom. In January 2005, Gunnery Sergeant Osborne was assigned to 2nd Marine Logistics Group where he served as assistant operations chief and completed one combat tour in support of Operation Iraqi Freedom. Master Sergeant Osborne was assigned in November 2008 as Communications Information Systems Chief, Marine Wing Support Squadron 272, Marine Corps Air Station New River, NC. Master Gunnery Sergeant Osborne was transferred to 7th Communications Battalion, Okinawa, Japan in July 2010 where he served as Communications Information Systems Chief. In March 2011, he was transferred to 1st Marine Aircraft Wing where he served as Communications Information Systems Chief until his retirement on November 30, 2013. He taught Navy JROTC at Providence High School in Charlotte, NC from July 2015 to July 2023. Master Gunnery Sergeant Osborne has been married for 27 years to Nicole Finaldi Osborne and they have two daughters.
